The answer is maybe. It depends on which specific lens you get on the F60.
Anything that will mount on the F60 will also mount on the D60, but a good number of them will not autofocus. You need a lens with AF-S or AF-I in the designation to autofocus on the D60.
Nikon uses F mount, Canon uses EF mount. Nikon has a very old series of lenses with the E designation, which will physically mount on the D60, but won’t do much else.

For the first part of your question, the answer is absolutely yes. Any lens Nikon has made since 1977 will mount on both the F60 and the D60. Even their older lenses from 1959 can be modified by Nikon so that they too will fit any Nikon SLR.
I’m stumped with your “Nikon EF Lens” bit. EF is a Canon acronym for “electronic focus”, and all modern Canon lenses are EF. On the other hand, perhaps you mean “Nikon ED Lens”; ED is just the type of glass they use (”extra-low dispersion”).
