I don’t think you find a DSLR for that cheap. You may however find used ones on ebay. But its not advisable to buy used electronics stuffs as you never know how badly or roughly they must have been used by the previous owner. Moreover you wont get any warranty for it. Also the life of the camera and the quality of pictures that you will get with the used camera will be less. Like, all DSLR cameras have a limited life for the number of shutter clicks. Also you may find scratches or fungus on the lens and sensor. And that’s going to affect your image quality.

Since you are neither experienced nor a photographer also you are on a tight budget. So you can better go in for some good point and shoot feature rich compact cameras for the same budget of yours and you can first happily learn some basic fundas of photography and gain experience and later on when ever you have saved enough you can simply go in for a new DSLR camera.

Regarding Your second question, yes the DSLR cameras have Rechargeable battery packs.

Actually, I do think you can find a D40 for about 300, perhaps less…a used one….perhaps on craigslist.com
Do NOT buy anything via mail on Craigslist.com… if they are not close, don’t send any money to anyone there!
On Ebay, look for used d40 WIth lens! There are many wanting to move up to better models, and the d40 should run between 250. and 300 used…keep looking, you will find.. A new D40 is 450 with lens. You may also find reconditioned d40’s on Ebay…reconditioned by the factory! These units are usually 100-150 less than a new camera.

I hate to say this, but you are in for an uphill battle. It is possible to get a decent Nikon DSLR for less than $300, but unless you know what to look for your chances of getting screwed are much better than you getting a good deal. Your choices are going to be limited to older cameras such as the D1 or D100 or D70, and it’s likely that you won’t be able to get both a body and a lens for your money if you need something right away. Be prepared to be patient.
If you aren’t an experienced photographer, why are you looking for a DSLR? You can get a very nice point and shoot for $300, and these cameras are LOTS better than they used to be…

well I really wish that i could get a good Nikon or Canon DSLR for about 300 bucks.
but so far I know the 300 dollars would be a 4 or 5 years old used camera. I’m sure all DSLR came with rechargeable battery but since it is about 4 years old i would recommend you to get a new battery (only cost about 40 bucks depend on the brand)
why not save up a little more money like 600 get a new decent camera with a kit lens? it would be a lot better personally think.
Remember an expensive camera can cost up to 7,000 dollar.
    good luck.
